THG wants to raise the bar for government service. Modernization of services within and across state government requires the support and cooperation of everyone, at all levels of state government.
THG has set four ambitious goals for 2024:

A Fresh Start on Enterprise Financial System
THG’s report on the state of modernization in Hawaii state government made it clear that government leadership and its workforce are aware that the Enterprise Financial System modernization is a top priority for the state because it has the potential to dramatically improve how the state's finances are recorded, streamline business process, increase efficiency, save time and paper, and provide valuable data for informed decision-making across all state departments.
THG has taken action and is working closely with the Governor's Executive Committee leaders, composed of Luis Salaveria, Director of the Department of Budget and Finance; Keith Regan, State Comptroller and Director of the Department of General Services and Accounting; and Christine Sakuda, Chief Information Officer and Director of the Office of Enterprise Technology Services. All three state leaders agree an improved financial management system can improve transparency, accountability, efficiency and decision making and enable all state employees to better serve our kamaaina for generations to come.
Investing in a Solid Foundation
Under Governor Josh Green and Lieutenant Governor Sylvia Luke, government modernization is moving forward. Governor Green has made modernization a priority within state government. He helped establish a partnership between THG and the state to support the Enterprise Financial System (EFS) modernization project, the state’s main backbone system that links the state systems together.
Workforce Development
There is a misperception that a new system may result in employees losing their jobs. However, the goal of modernization is to make the jobs of employees easier and to help employees become more productive and valuable in their roles. The EFS modernization process will help employees gain 21st-century skills and continue to work with the state.
Change Management and Communications
The modernization report identified change management and internal communication as areas to improve. THG is also helping state government business leaders prepare to manage change in their modernization initiatives focused on people and process. To this end, THG launched a new, quarterly Gartner organizational change management workshop series for state leaders. THG also helped to equip state employees with the often-overlooked people aspects of change by investing in a three-day change management certification program offered by Prosci, a world leader in change management.
Mobilizing Community, Government, and Industry Supporters
Modernization requires everyone to work together. THG keeps various stakeholders informed about their initiatives to help government modernization move forward.
THG has also partnered with other nonprofit and private-sector organizations, serving as a sponsor for the Hawaii Cloud Innovation Summit, Hawaii Digital Government Summit and the Hawaii Code Challenge to support modernization.
