Accomplishments

Government transformation is an ongoing process that requires tenacity and perseverance. It requires an investment not only in technology but also in people and process improvements. Over the past decade, THG has supported the state in bringing many milestones to fruition.

  • Helped create the Office on Information Management & Technology (now called the Office of Enterprise Technology Services).
  • Helped establish and fund the state's first Chief Information Officer position.
  • Supported and provided funding for the state to develop two IT strategic plans.
  • Conducted four public opinion polls addressing government modernization.
  • Commissioned Anthology Research to conduct a comprehensive survey of the state of modernization within state government. “The State of Business Services Modernization” report was based on interviews with nearly 100 state leaders in 18 departments and more than a thousand pages of verbatim feedback.
  • Enlisted the support of Prosci, a world leader in change management, to facilitate an executive briefing on change management to ensure executive leaders of the EFS understood their role in EFS modernization and to ensure their active engagement throughout the change management process.
  • Underwrote the cost for Prosci’s change management certification for state employees.
  • Co-founder of the TRUE Initiative, a sister organization of THG that helps accelerate adoption of technology in the public and private sector.
  • Advanced implementation of the Uniform Chart of Accounts and the Enterprise Financial System.
  • Issued multiple reports and hosted sessions by field experts on issues relating to government modernization.
  • Sponsored a series of workshops by Gartner on organizational change management.
  • Advocated for the creation of a new position, Chief Data Officer, as a strategic leadership role dedicated to developing, implementing, and managing statewide data policies, procedures, and standards. The position was filled by Rebecca Cai who became the state’s first Chief Data Officer in October 2023.
  • In early 2024, a Memorandum of Understanding (MOU) was established between THG and Hawaiʻi state government to formalize THG’s role in the EFS modernization project.
  • In 2024, THG sponsored two HI Now Daily segments that aired live on KGMB and were also shared on Hawaiʻi News Now (HNN) sister station, KHNL. The first segment focused on the EFS project; the second focused on Christine Sakuda, the new State CIO.
  • Bill Kumagai, THG interim Executive Director, was appointed to the State IT Steering Committee by Speaker Scott Saiki, House of Representatives.
  • In October 2024, THG entered into a second MOU with the State to broaden THG’s role and scope of services, including advisory support for state IT planning.
  • In December 2024, THG served as a sponsor for the 2024 Hawaii Digital Government Summit and moderated a panel discussion on “The IT Workforce Evolution.”
  • In 2025, THG continued to support government modernization activities through legislative initiatives, including testimony in support of SB 742 relating to Data Sharing and Artificial Intelligence, which established a working group within OETS.
  • From June to September 2025, THG collaborated with State CIO Christine Sakuda, Hawai‘i Leadership Forum, SMALLIFY, OneSharedFuture, and Gartner to design and deliver a first-of-its-kind IT Leadership Program for State government IT leaders.
  • In September 2025, THG served as a sponsor for the 2025 Hawaii Digital Government Summit and moderated two panel discussions: "Effective Vendor Partnerships” and "Future Proofing the Public Sector Workforce.”
  • THG has provided ongoing support for the EFS project, including serving as an ex officio advisory member of the Executive Leadership Committee.
